A Lauderhill Police Officer is facing battery and unlawful compensation charges after soliciting sex from a homeless woman in exchange for “letting her go” without arrest, court records show.

Ofc. Jamar Lee, 28, of Fort Lauderdale, also allegedly met other women during on-duty calls for police service and used a second cell phone to contact them to try and arrange sexual encounters, according to an arrest affidavit by Lee’s colleagues at the Lauderhill Police Department.

The court records allege Lee met the homeless woman on Feb. 25, 2020, after spotting her in her silver 2006 Saturn Ion, parked in the drive-thru of a closed Dunkin’ Donuts in the 1500 block of State Road 7 in Lauderhill.

According to the affidavit, he learned she was homeless and without a valid driver’s license. Next, he told her she needed to meet with other officers, instructing her to follow him in her car to a rear alley on Northwest 16th Street.

No other officers were in the dark alley, where Lee—after stepping out of his marked road patrol car—told the woman to step out of her Saturn and move closer to him, police said.

Wearing his police uniform, he complimented her body, made sexually suggestive remarks, and began touching her body against her will, the records allege.

She grew uncomfortable, police said, and suggested they move from the dark alley.

“First things first, what are you going to do for me if I let you go?” Lee allegedly asked the woman.

According to the records, the woman began to cry and asked Lee what he meant.

“Don’t act stupid,” Lee allegedly said.

With one palm resting on his service weapon, he asked the woman to touch his penis, police allege.

Not wanting to get in trouble, the woman grabbed Lee’s penis outside his uniform for about two seconds, the records state.

Lee told her he would give her a place to stay and money “if she remained quiet,” according to the affidavit.

“[Lee] asked the victim what she would do for him if he were to let her go,” police allege in the affidavit. “[Lee] also told the victim that he wanted her to perform oral sex on him.”

After a noise was heard nearby, Lee allegedly asked the woman if she wanted to follow him to another location. She agreed, but when they began driving, she turned in the opposite direction and drove to her boyfriend’s residence in a nearby jurisdiction, police said.

There, she called police and reported Lee, the affidavit states.

Investigators said they used GPS data from Lee’s patrol car and surveillance footage to confirm Lee’s whereabout synched up with the woman’s account.

“Throughout the incident, [Lee] failed to advise dispatch of his contact with the victim and also failed to activate his body-worn camera,” investigators wrote.

The court papers did not elaborate on Lee’s other alleged attempts to arrange sexual encounters while on duty.

After his arrest, Lee was freed on a $4,500 bond, records show.

“Within 24 hours of receiving the victim’s complaint, the City placed Lee–who had been with the City for just over a year at the time–on administrative leave,” the City of Lauderhill said in a press release. “Due to the nature of the complaint, the City immediately notified the State Attorney’s Office, which then commenced a criminal investigation into Lee’s conduct.”

“Now that Lee has been charged criminally and arrested, the City intends to swiftly conclude its administrative investigation into the incident and to take appropriate employment action against Lee,” the city said.
