U.S. Secret Service Assists in Bust of Tamarac Man Accused of COVID Loan Relief Fraud 4

A Tamarac man is facing a felony charge of grand theft after authorities say he fraudulently obtained over $53,000 in federal COVID-19 relief funds by submitting multiple loan applications with false information.

According to an arrest warrant, Rowlneyc Geffrard, 37, of Tamarac, was arrested following an investigation led by the Wilton Manors Police Department and agents from the U.S. Secret Service Task Force that led to the discovery of his alleged crime.

Authorities allege that Geffrard submitted falsified financial data in applications for the Paycheck Protection Program and the Economic Injury Disaster Loan programs between July 2020 and March 2021, both of which were intended to help businesses stay afloat during the pandemic.

Investigators say Geffrard listed inflated payroll amounts and fabricated revenue claims tied to his business, Black Ice Entertainment LLC, to qualify for and receive loans of over $53,000.

Records show that Geffrard deposited directly into his Chase bank account; however, state records revealed that the business was never registered to file taxes with Florida’s Department of Revenue, and financial reviews showed no legitimate payroll activity or business income matching the amounts claimed in the applications, indicating that the business did not exist.

On June 5, agents from the Secret Service coordinated with the Broward County Sheriff’s Office and arrested Geffrard. He was transported to the Broward County Main Jail.
