Man Places Video Camera Under Woman’s Dress at Family Dollar

A Tamarac man caught on camera placing a cell phone underneath a woman’s dress has been arrested.
The Broward Sheriff’s Office arrested Lewis Phillips of 6001 Shaker Wood Circle after he placed a video camera under the dress of a customer in line at The Family Dollar store.
Around 3 p.m. on Saturday, December 17, a woman was shopping at Family Dollar at 8076 W. McNab Road when she noticed a man following her around the store. She told detectives the man was wearing a white t-shirt wrapped around his head and that she believed he was taking photos and video of her without her permission. The victim told detectives she asked him to stop once she realized what he was doing.
Investigators say the victim completed her shopping and stood in line to pay for her items when Phillips, age 27, walked up behind her and placed a cell phone directly underneath her dress. At that moment, the victim tried to grab the phone from Phillips’ hand, and the two struggled for the device. The white t-shirt wrapped around the subject’s head fell off during the scuffle, and he eventually retrieved his phone and walked out of the store.
Detectives believe Phillips was using the device to videotape or photograph the woman’s undergarments under her dress. The entire incident was captured on video by the store’s security system.
On Tuesday, January 10, surveillance video of the incident was released to the public, and Phillips was arrested later that evening. Detectives say he was taken into custody at the Broward Sheriff’s Office Main Jail and faces one count of video voyeurism.
Phillips also faces two probation violation charges. One for aggravated assault with a weapon with no intent to kill and the other for grand theft/sudden snatch without a weapon.
